GENERAL

  • These Bye-Laws shall be the by-laws of the Singapore Shooting Association (“the Association” or “SSA”) and on the use of the National Shooting Centre (“the Premises” or “NSC”).
  • The Executive Committee (“EXCO”) and the employees of the Association shall be empowered to enforce these Bye-Laws and the accompanying Standing Orders, Rules and Regulations, and General Instructions and warn any user of the Premises of any infringement and, where appropriate, take immediate actions, including the cessation of the activity and the removal of the errant user from the Premises.

PLACE OF BUSINESS

  • In these Rules except where the context otherwise requires:
    • “the Users” or “Visitors” refer to all persons authorized by the General Manager of the Association to gain access into the Premises and use the Premises for work or shooting activities;
    • “the Shooters” refer to all persons authorized by the General Manager of the Association to carry out shooting activities at the ranges;
    • “the Constituent Members” refer to the constituent members of the Association set out in Rule 4 of SSA Constitution;
    • “the Club Members” refer to the registered members of the constituent members of the Association;
    • “the Management” refers collectively to the EXCO or the General Manager of the Association; and
    • “Executive Committee” or “EXCO” refers to the committee for the time being of the Association vested with the power to manage the affairs of the Association and implement the policies laid down by the Council.
  • In these Rules, unless the context otherwise requires, words importing the singular shall include the plural and vice versa and words importing the masculine gender shall include the feminine gender and reference to persons, bodies corporate or un-incorporate and any other entity.
  • Reference in these Rules to statutes shall be construed as references to modifications or re-enactments thereof from time to time in force.

INTERPRETATION OF BYE-LAWS

  • The EXCO shall have the sole authority for the interpretation of these Bye-Laws made hereunder, and the decision of the EXCO in respect of any such interpretation of these Bye-Laws shall be binding on all users of the Premises PROVIDED ALWAYS that any such decision and/or interpretation of the EXCO of these Bye-Laws may be challenged at a Council Meeting properly convened under Rule 7 of the Constitution whose decision and/or interpretation shall thereafter be final and binding.

SAFETY IS OF PARAMOUNT IMPORTANCE

  • All shooters shall abide by all the Standing Orders of NSC, and Official Statues, Rules and Regulations of the International Shooting Sport Federation (“ISSF”) and such rules or instructions as the Management may decide and/or approve from time to time.
  • All shooters shall pay attention to safety at all times and exercise due care in the Premises including but not limited to:
    • Wearing appropriately and putting on protective gears to protect eyes, ears, etc.
    • Bagging/casing the guns during movement, and revealing the guns only at the ranges.
    • Moving guns between the armory and the range directly without taking a detour and without delay.
    • Treating all guns as loaded and attending to the guns and ammunitions at all times.
    • Pointing guns downrange and not at any person.
    • Placing the trigger finger outside the trigger guard when holding a gun but not shooting.
    • Identifying the target positively and what is beyond the target.
    • Firing only at approved targets and using correct ammunitions.
    • Handling guns and ammunitions safely at all times.
    • Unloading and leaving guns alone during a “STOP AND UNLOAD” or any equivalent call.

OPERATING HOURS

  • The Premises shall be open normally on every Tuesday to Sunday from 9am to 6pm or any other times approved by the Management. The Management may, having regard to the prevailing circumstances, extend the closing time of the Premises, in whole or in part, to such time as it shall, in its sole discretion, decide. The armory shall be open only on an as-needed basis.
  • All shooting at the Ranges shall commence not earlier than 9.30am and end not later than 5.15pm unless prior written approval by the Management is obtained.
  • All repair and maintenance works shall commence not earlier than 9am and end not later than 6pm on Mondays to Fridays (less Public Holidays) unless explicit prior authorization is given by the Management.

SECURITY

  • Access into the Premises is strictly By Appointment Only. All visitors are advised to submit the required particulars to the Management for security screening at least two (2) normal working days (less Saturdays, Sundays and Public Holidays) and obtain the confirmation from the Management prior to visiting the Premises.
  • The admission of a Club Member is subject to security screening and admission clearance by the Management. The Constituent Members are to submit and update the Management, without demand, the required personal particulars of their respective individual members in a prescribed format for security clearance. The verifiable particulars include, but not necessarily limited to, name as stated in the passport, alias, identification number, nationality, country of birth, date of birth, gender, mobile phone contact number and membership number of the constituent member of the Association.
  • The Management or its security agent has the right to refuse the entry of any individual or to evict any individual based on the following circumstances:
    • Absence of prior security clearance or has no acceptable business to be in the Premises;
    • Failure to produce a photo-identification in the form of a valid Singapore Government-issued identity card, passport or work pass for routine security check;
    • Failure to make his possessions including vehicle available for security check;
    • Failure to comply with any security or safety or any reasonable instruction;
    • Possession of dangerous articles (guns, ammunitions, etc.) without permits;
    • Under the influence of alcohol or perceived to be under the influence of alcohol;
    • Inappropriate, disorderly or disrespectful behaviors including, but not limited to, threat of physical violence, verbal abuse, engaging in dangerous activities and sexual harassment; and/or
    • Under suspension or revocation of privileges.

CONSTITUENT MEMBERS’ PRIVILEGES

  • Constituent Members of the Association and, by extension, their respective Club Members in good standing as viewed by the Association shall be accorded the privileges with regard to the enjoyment of the Premises, including the storage of guns and ammunitions in the armory, and the participation of approved shooting or related activities held at the Premises. The Association may accord the same for a limited period to invited foreign athletes and officials participating in any SSA-endorsed/organized competitions.
  • Any Constituent Member of the Association under suspension or any organization that is not a Constituent Member of the Association shall be denied these privileges. In this case, the denial of privileges shall also apply to the Club Members of the affected Constituent Member or organization. Any Club Member under suspension or any person who is not a Club Member of any of the Constituent Member of the Association shall also be denied of these privileges.

GENERAL USE OF THE PREMISES

  • All authorized users shall at all times use the Premises and facilities provided in such a manner so as not to interfere with the reasonable comfort of, or be a nuisance to, other members of the Association and so as not to damage or possibly damage the property of the Association. Members shall observe decorum and comply with the Bye-Laws, Standing Orders, Rules and Regulations, General Instructions, and the instructions set out by the Management from time to time. Defaulters shall be penalized and/or may be required to appear before the EXCO or any other committee/panel deems appropriate by the EXCO.
  • Any person shall not use the Premises to conduct any personal event, private business transaction, private coaching, activity not endorsed by the Association or illegal activity according to Singapore law at all times.
  • The Premises is normally not for use by the general public or any other organizations not registered as the Constituent Members of the Association without prior approval from the Management and the attendant security screening. Members shall duly observe all reasonable requests made by the Management in that behalf. The EXCO for the time being shall be the sole arbiter as to the reasonableness of such a request.
  • All authorized users shall
    • Keep the Premises clean and tidy;
    • Not leave electrical appliances switched on without attention;
    • Use water and electricity in an economical manner and for an authorized purpose;
    • Observe fire safety and environment protection requirements;
    • Carry out all reasons or legal directions given by the Management or its security agent;
    • Ensure that the gates are locked again after them upon opening of locked doors; and
    • Prevent the destruction of the Premises or the property of the Association through their own fault or the fault of others, wilfully or due to negligence. Incurred damage shall be compensated by the user guilty at the prices as of the day on incurring the damage.

ATTIRE

  • All individuals shall wear appropriate, decent and respectful attire in the Premises at all times as listed below.
    • Put on non-bare shoulder top;
    • Put on bottom attire that covers down to the knees;
    • Put on covered-toe shoes; and
    • Do NOT put on attire that has camouflage patterns or displays expletives, religious and political messages, sexual overtones and the likes that are offensive, disrespectful or insensitive to other individuals.
  • Shooters shall also put on protective gears (for eyes, ears, etc.) during shooting.
  • Any errant individual shall be asked to change his attire if the Management deems it inadequate, inappropriate, indecent or disrespectful in any way.

BOOKING FOR SHOOTING ACTIVITIES [APPLICABLE WHEN NSC REOPENS]

  • Club Members shall book through the Constituent Member of the Association during normal booking hours on every Tuesday to Friday from 10am to 3pm (less Saturdays, Sundays and Public Holidays). They shall book at least three normal working days (less Saturdays, Sundays and Public Holidays) in advance, and state the expected date, time, duration, gun type and other required particulars using a prescribed format.
  • The fees payable are stated in Schedule A [To Be Proposed Later] subject to the review by the Management as and when it deems fit. These fees shall be paid prior to the use of the ranges and shall be not refundable. If the fee is not paid or other dues are not settled prior to shooting, the member shall be denied the use of the ranges and may be barred from placing booking in the future and/or may be required to appear before the Dispute and Disciplinary Committee or any other panel deemed appropriate by the EXCO.
  • A no-show by a Club Member may render the Club Member liable to paying double the fee and the Club Member may be barred from placing a booking in the future and/or may be required to appear before the Dispute and Disciplinary Committee or any other panel deemed appropriate by the EXCO.

CONTROL OF SHOOTING ACTIVITIES [APPLICABLE WHEN NSC REOPENS]

  • All shooting activities must be sanctioned by the Management. The control of all shooting activities shall be in accordance with such rules and regulations as the Management may promulgate from time to time, and shall be the sole responsibility of each shooter or event organizer from the constituent members of the Association to check and understand the control of activities before commencing and/or organizing any shooting activities in the Premises.
  • The Management may, without prior notice, suspend or modify the control of shooting activities for the purpose of meeting certain contingencies. The Management shall formulate the rules and procedures pertaining to the bookings of ranges and may amend these rules and procedures as and when it deems necessary.
  • The control of specific shooting activities at the ranges is contained in the respective Standing Orders, Rules and Regulations, General Instructions, Bookings Terms and Conditions, and the rule books of SSA-approved shooting disciplines that the Management may approve to be held in the Premises from time to time.

RESTRICTED ACCESS AREAS

  • Armory. Only persons authorized by the Management shall be allowed into the armory. No other person shall enter without the prior expressed approval from the Management. Refer to the NSC Ground Level Armory Standing Orders and NSC Basement Armory Standing Orders for details.
  • Common Areas. Unless otherwise instructed, the Users are generally allowed to access these specific areas namely the waiting areas, air-con lobby, sheltered and unsheltered walkway or driveway, firing stations of all ranges, target bays of handgun ranges not equipped with an electronic target system, designated car parking areas, designated smoking points and toilets.
  • Out-Of-Bound Areas. All Users shall NOT venture into the following Out-Of-Bound areas including but not limited to all offices, sides of the Main Building, Main Building’s backyard, range control rooms, clay-target machine pits/houses/sheds, clay-target flying areas, backstops of all ranges equipped with an electronic target system, berms, grass and forested areas within the Premises, perimeter fence and walkway, earth drain, and other areas that are not expressly listed above without the prior expressed approval from the Management.
  • The Management may, without prior notice, make changes to these restricted access areas for the purpose of meeting certain contingencies or requirements.

STORAGE OF GUNS AND AMMUNITIONS

  • Only the Constituent Members of the Association and, by extension, their respective Club Members may apply for permission to store their duly licensed guns and ammunitions in the armory subject to the terms and conditions of the storage of the guns and ammunitions. An Ordinary Member of the Association may be allowed to keep both club guns and guns belonging to their Club Members in the Premises. An Associate Member of the Association may only be allowed to keep club guns in the Premises.
  • The Association may accord the same for a limited period to invited foreign athletes and officials participating in SSA-sanctioned shooting events.
  • Only guns and ammunitions permitted by the Singapore Police shall be allowed to be stored in the armory. No personal item shall be allowed to be safe-kept in the armory. No gun and ammunition shall be kept in the same container. All guns and ammunitions shall be subject to inspection at any time by the Management. The Constituent Members of the Association shall facilitate the inspection accordingly.
  • It is the duty of the gun owners to ensure that the gun licenses are always valid, failing which the Management shall immediately deny the gun owners from signing out the affected guns and demand the errant gun owners to rectify the issue within 30 days, after which the Management shall forfeit the security deposits and/or remove/decommission the affected guns. No appeal shall be entertained. Refer to the NSC Ground Level Armory Standing Orders and NSC Basement Armory Standing Orders for details.

SIGNING OUT/IN OF GUNS AND AMMUNITIONS

  • The armory shall be normally closed at all times and shall be open By Appointment Only booked through the Constituent Member of the Association.
  • Only registered gun owners and appointed persons from the Association and its Constituent Members shall be allowed to sign out respective guns and ammunitions from the armory using a valid Singapore Government-issued identity card, passport or work pass. The Association reserves the right to deny any person to sign out the guns and ammunitions if it deems that there is a valid reason based on its sole interpretation to do so. Refer to the NSC Ground Level Armory Standing Orders and NSC Basement Armory Standing Orders for details.
  • The authorized signing out of guns and ammunitions by any User from the armory shall commence no earlier than 9.15am on any operating day. The returning of guns and ammunitions by the same User or any authorized person shall not be later than 5.30pm on the same operating day.
  • All guns and ammunitions must be accounted for at all times.
  • All guns must be cleared of any ammunition at the shooting ranges and put in cases/bags prior to moving them from the ranges to the armory.
  • All guns and ammunitions must be separately kept in secured containers at all times except at the firing points.
  • All unexpended and dud ammunitions must be returned to the armory on the same day.
  • No person shall dispose or dismantle any ammunition in any form within the Premises.
  • No person shall move any gun or ammunition in any form out of or into the Premises without obtaining permission from the Authorities and the prior written approval from the Management.

VIDEO-SURVEILLANCE

  • The Premises is equipped with a video-surveillance system for the sole purposes of security and safety. The video-surveillance system supports the control of access into the Premises and helps to ensure the protection of the infrastructure, staff and user safety as well as the protection of the property and information located or stored on the Premises.
  • The following areas may be under 24-hour video-surveillance as determined by the Management, in its sole discretion, from time to time:
    • The areas where sensitive information, controlled items or high-value items are kept or where there is other property which the Management deems it necessary for enhanced protection;
    • The entrances and exits of the building as well as the surrounding fences;
    • The waiting areas and firing stations of the ranges; and
    • The key approaches to the ranges.

CLOSURE OF RANGES & CESSATION OF ACTIVITIES

  • The Management may cease any shooting activity or close the ranges, in whole or in part, at its sole discretion deems that the environmental or range conditions are unsafe for the shooters.
  • The Management may, at its own discretion, close the ranges, either partially or wholly, for a certain period of time to facilitate scheduled/ad-hoc maintenance and repair works or meet certain requirements deemed necessary or appropriate by the Management.

CHILDREN AND YOUNG ADULTS

  • Children aged 11 and below are generally NOT allowed in the Premises. If allowed, they shall at all times be under the control and constant supervision of the adult Club Members who are authorized by the Management to sign the children in and that the children shall NOT be permitted at the firing areas or handle guns at all times.
  • Young adults between the age of 12 and 18 shall only be permitted to handle guns and ammunitions PROVIDED ALWAYS that prior approval is given by the Management and that the young adults are closely supervised by qualified coaches on a maximum ratio of one coach to two young adults and that the Management is duly informed in writing. Refer to the National Shooting Centre Standing Orders for details.

ASSOCIATION EMPLOYEES

  • All Visitors shall treat the employees of the Association with appropriate respect and dignity.
  • No Visitor shall personally reprimand or display disrespectful behavior towards any employee of the Association. Any Visitor doing so shall be liable for immediate actions by the Management including expulsion from the Premises. Any individual member doing so shall also be required to appear before the Dispute and Disciplinary Committee or any other panel deemed appropriate by the EXCO.
  • If a Visitor has an issue with any employee of the Association, the matter shall be addressed only, through the Official Representative of the constituent member where applicable, to the General Manager or Honorary Secretary in person or by email, or written notice to the Singapore Shooting Association, 990 Old Choa Chu Kang Road, Singapore 699814.

SEXUAL HARASSMENT

  • Sexual harassment or unwanted sexual advances toward any person of either gender will NOT be tolerated. Any member who is disturbed by any of the conduct described above is urged to report such matters to the General Manager or Honorary Secretary of the Association immediately.

PROPERTY NOT BELONGING TO ASSOCATION

  • The Association shall not be responsible for any loss, damage or other misdemeanor occurring to any property belonging to any person or organization within the Premises. No claim shall be made against the Association. All persons and organizations shall exercise care in keeping their property safe from loss or damage and be fully responsible for all their own property at all times.
  • All unattended items left at the Premises that are not claimed/in use for more than 10 minutes shall be removed and/or disposed off at the discretion of the Management.

PROPERTY NOT BELONGING TO ASSOCATION

  • The Association shall not be responsible for any loss, damage or other misdemeanor occurring to any property belonging to any person or organization within the Premises. No claim shall be made against the Association. All persons and organizations shall exercise care in keeping their property safe from loss or damage and be fully responsible for all their own property at all times.
  • All unattended items left at the Premises that are not claimed/in use for more than 10 minutes shall be removed and/or disposed off at the discretion of the Management.

USE OF VEHICLES

  • No person shall, without the explicit prior consent of the Management, bring or cause to be brought into the Premises any mechanically, electrically, electronically or manually propelled vehicle/platform.
  • Persons authorized by the Management to move any vehicle within the Premises shall observe safety at all times.

VEHICLE MOVEMENT

  • All vehicle movements within the Premises are normally controlled.
  • All vehicle drivers shall obey Singapore traffic rules and regulations in general, and move the vehicles at a speed no more than 20 km/h.
  • Faster moving vehicles or vehicles with higher engine capacity or power shall always take the initiative to slow down or give way to slower moving or less powerful vehicles.
  • All moving vehicles shall slow down and stop for or give way to all pedestrians.
  • No person under the age of 18 years old shall operate any electrically powered vehicle.

PROPERTY NOT BELONGING TO ASSOCATION

  • Parking of vehicles is only allowed at designated parking areas and within the parking stalls, if provided, during the operating hours.
  • No person shall leave any vehicle overnight at the Premises.
  • The Association shall not be responsible for any loss or damage of whatsoever nature and howsoever caused to any vehicle in the Premises. Any vehicle parked in the Premises shall be parked at the owner’s own risk.

CONSUMPTION OF FOOD

  • Food, in general, may only be consumed at the waiting areas and air-conditioned lobby and all persons are to clean up the areas after consuming their food.
  • Prior expressed approval from the Management must be obtained before arranging for food catering and consumption at any other place within the Premises subject to terms and conditions.

CONSUMPTION OF INTOXICATING LIQUOR

  • Consumption of intoxicating liquor including spirits, wine, beer, porter, stout, cider, perry and sweets and any fermented, distilled or spirituous liquor which cannot, according to Singapore law for the time being in force, be legally sold without a license from the Authorities or any drink or other liquid containing alcohol is normally not permitted on the Premises.
  • The Management may, at its sole discretion, permit such activity at a specific place within the Premises for the sole purpose of a celebratory event organized by a constituent member of the Association PROVIDED ALWAYS that the consumption of such intoxicating liquor is carried out only from 6pm to 9pm and after all guns are accounted for and securely locked in the armory.

SMOKING

  • Smoking is only permitted at designated smoking points as determined by the Management from time to time. Refer to the National Shooting Centre Fire Standing Orders for details.
  • Use of emerging tobacco products such as smokeless cigars/cigarillos/cigarettes, dissolvable tobacco/nicotines, vaporizers, e-cigarette liquids is strictly prohibited.

NOISE LEVEL AND OTHER NUISANCES

  • The Constituent Members of the Association and their respective Club Members shall not make unnecessary noise or create other nuisances that may result in undue stress being caused to the other Users of the Premises. The Management shall, without prior notice, be entitled to deprive any Member of such privileges if it is of the view that the enjoyment of any member in the vicinity is being or will be interfered with, encroached upon or breached.

OVERNIGHT STAYING

  • No person, other than the appointed security agent, shall stay overnight at the Premises or erect a tent or any other structure for the purpose of staying overnight.

CHARGING OF BATTERY

  • No charging of automotive battery is allowed without the prior expressed approval from the Management. Any person who is allowed to do so shall observe safety first, take all necessary precautionary measures when charging the battery and charge the battery only at approved places.
  • Charging of mobile phones and other personal information technology devices may be permitted and the Management shall, without prior notice, be entitled to deprive any User of such a privilege.

WASTAGE OF WATER & ELECTRICITY

  • No person shall waste water and electricity or use these resources inappropriately such as washing of personal vehicle, charging of personal mobility device, etc.

FLYING OF OBJECTS

  • No person shall fly any object, remotely controlled or otherwise, within the Premises.

PETS

  • No animals are allowed in the Premises except as mandated by law.

PHOTOGRAPHY AND RECORDING

  • Photography, audio and video-recording is generally NOT permitted.
  • Prior expressed approval from the Management must be obtained before arranging for any photography, audio and video recording at the Premises.
  • Under all circumstances, the Management may, in its sole discretion, demand the images, audio data and/or video data to be reviewed by and demand the same to be deleted and/or surrendered to the Management and/or its security agent.

FIRE

  • Open fire is not allowed. Refer to the National Shooting Centre Fire Standing Orders.

LITTERING

  • Littering is strictly prohibited.

STORAGE OF ITEMS

  • No person or organization shall leave any store or erect any storage structure for the purpose of storing items temporarily or permanently at the Premises without the prior written approval of the Management.

LETTERS AND PARCELS

  • No letter and parcel addressed to the individual member or employee of any constituent member of the Association shall be entertained. Such items received by the Management shall be considered the property of the Association and the Management shall, in its sole discretion, decide on the treatment of the items as it deems fit.

ASSOCIATION’S ADDRESS NOT FOR BUSINESS, ETC.

  • No person or organization shall give the address of the Association in any advertisement, or use the Association’s address or the Premises for any business purpose. No paper, notice or placard, written or printed, shall be exhibited, put in the Premises or in any way brought to the notice of the users of the Premises without the sanction of the Management.

BREAKING, DEFACEMENT, ETC. AND REMOVAL OF ASSOCIATION’S PROPERTY

  • No person, unless expressly authorized to do so by the Management, shall take away, or permit, to be taken away from the Premises, under the pretence whatsoever, or shall injure, abuse or destroy, any property of any kind whatsoever belong to the Association or the Premises.
  • If a person offends against this Bye-Law, the person shall pay the cost of replacement and/or repair as well as a fine in such amount as the Management shall in its sole discretion determine from time to time.

40

REMOVAL/MODIFICATION/CONSTRUCTION OF STRUCTURE/LANDSCAPE

  • No individual or organization shall remove any existing structure, modify any existing structure and landscape, or construct any new structure or landscape without the prior expressed approval from the EXCO, Council or Sport Singapore. No work shall start without the necessary written approval or permit from the relevant Authorities and the expressed endorsement by the Management.

INDEMNITY BY USER & ACCIDENTS

  • The User shall indemnity and keep indemnified the Association from and against all claims, demands, writs, summonses, actions, suits, proceedings, judgments, orders, decrees, damages, penalties, costs, losses and expenses of any nature whatsoever which the Association may suffer or incur for any death, injury, loss and/or damage caused directly or indirectly by any occurrences in the Premises or the use of occupation of the Premises or any part thereof by the User, and any breach by the User in complying with the Bye-Laws.
  • The Association shall not be responsible to the User for any accident happening or injury suffered in the Premises; damage to or loss of any goods or property sustained in the Premises; or act, omission, default, misconduct or negligence of any employee of the Association or any person acting under such employee in respect of the Premises, howsoever occurring.

BREACH OF BYE-LAWS

  • It is the responsibility of all Users of the Premises that these Bye-Laws are enforced. Disregard for these Bye-Laws may disrupt the good order of the Premises and can impose a serious safety or security concern, and will not be tolerated.
  • Any person who breaches these Bye-Laws may be subject to immediate cessation of activity at the Premises, expulsion from the Premises and/or prohibition of use of the Premises in the future by the Management at its sole discretion.

  • Any constructive feedback is appreciated and shall be made in writing to the General Manager or Honorary Secretary.

ALTERATION AND BINDING EFFECT OF BYE-LAWS

  • The EXCO shall have the power to amend, add or delete any of the clauses of the Bye-Laws that are deemed necessary for the efficient and effective administration and management of the daily operational affairs of the Association including any matter of the Association, routine or urgent, that is not expressly provided for in the Bye-Laws shall be settled by the EXCO as and when it deems fit based on a simple majority of the EXCO and subject to the ratification of the same by a simple majority of the Council.
